SHINE Program
Creator of the SHINE campaign: Start Helping Impacted
Neighborhoods Everywhere
Maughan created SHINE to clean up Oklahoma County District 2
and assist schools, parks and neighborhoods with projects
that will make a lasting improvement. These improvements
improve economic development, prepare future generations to
be responsible citizens, utilize community partnerships and
help create an overall safer, cleaner and nicer place to
live.
SHINE utilizes low-level offenders who have been sentenced
to community service as laborers on projects. Under close
county supervision they pay back their debt to society while
keeping jail populations down and saving tax dollars.
Workers remove litter, paint over graffiti, cut brush and do
other chores that help beautify and improve the quality of
life in neighborhoods often threatened by trash and
disorder. Students, businesses, universities, schools,
non-profits and citizens are also encourages to participate.
SHINE is a tremendous success story that has set a new
standard for close public-private cooperation and the most
efficient use of taxpayer dollars.

Warmth 4 Winter Coat Drive
Partner
with KFOR News Channel 4 Warmth 4 Winter and Salvation Army
coat drive campaign Maughan assisted in creating a network
of coat drive drop-off locations in the Oklahoma City metro
area and served not only as a dedicated spokesperson and
proponent of the campaign, but as a point of contact and
collector of donations.
Maughan collected more than 5,000 coats in three months
leading up to the colder winter months of 2011-2012.
Oklahoma County District 2 lead the way with numerous
deliveries and even two dump trucks full of coats, gloves,
scarves and winter items for the Salvation Army.
